PaMAR Partners at UNOC 3: Advancing Ocean Conservation Through Collaboration

The third high-level United Nations Ocean Conference (UNOC 3) took place in Nice, France, from 9–13 June 2025, under the theme “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean.” Representing PaMAR at this global event were Fauna & Flora, Associação Projeto Vitó, Associação Projeto Biodiversidade, and Biosfera who actively contributed to a series of engagements designed to foster knowledge exchange and strengthen peer-to-peer collaboration in marine conservation and MPA implementation.


In the lead-up to the conference, staff from PaMAR partners joined a three-day retreat hosted by Fauna & Flora and the Oceano Azul Foundation, that provided an open and supportive space for peer learning, capacity building, and strategic preparation for high-level conferences like UNOC. It culminated in a dynamic exchange session with Fauna & Flora’s NGO partners from the Atlántida seascape in Honduras, bringing together representatives of two large-scale seascape partnerships that work on multi-island, multi-MPA programmes, highlighting the value of cross-regional dialogue and shared learning.

A key moment during UNOC 3 was the participation of His Excellency José Maria Neves, President of the Republic of Cabo Verde, in a high-level lunch co-hosted by Fauna & Flora, the Blue Action Fund, and the Wildlife Conservation Society. The event focused on “Collaborative Ocean Funding: a Bridge to Sustained Local Action for Marine Conservation and Livelihoods.”


President Neves emphasized the critical role of NGOs in safeguarding biodiversity and addressing climate change. He expressed his hope that Fauna & Flora will continue to serve as a strategic partner for Cabo Verde’s national institutions and NGOs, reinforcing a network of cooperation grounded in science, ecological justice, and responsible action.
